What she has are just pelvic fins. Claspers are specialized portions of pelvic fins found on male elasmobranchs (sharks, rays, etc). She does not have them.
They both have marine mammal style tail fins (horizontal).

If it’s anything like a marine mammal, as the tail would indicate, then his junk should be in a slit on the upper front of the tail.
