Actually, chain’s not so great either. A decent chain shirt weighs in at about 75 lbs; most people can’t swim with more than about 10-20 lbs. The only advantage of chain over plate is that it’s somewhat easier to get out of chain.
The only true time I remember him even being underwater without you walking through it in multiplayer or on Sierra 117 was in H2 when Gravemind grabbed ahold of him.
Sierra 117 was in Halo 3.
The gravemind was in Halo 2.
And Master Chief starts out under water (or rather under a pool of coolant) after a cutscene in Halo 1.
