What is Serenapolis doing above the nightmare realm? I know it can go anywhere it wants, since it’s a floating city, but why the nightmare realm if it didn’t have any prior incentive to be there?
IIRC, back when they had the Portal, Seraphopolis stayed hidden and far away so the Nightmare Realm couldn’t find them. But after Nic told Abaddon where it was, and the Wraiths stole the Portal, there wasn’t much point in continued hiding. So they moved midway between Dreamland and the Nightmare Realm so they could observe both areas.

Perhaps there’s also trouble in the Nightmare Realm.
