When the Roman commander of a Roman trireme gave that order the drummer went to an very fast tempo, the fastest the rowers could achieve for a short sprint, so the ram in front struck the target with the highest velocity possible.
What it would mean in this case is to redline the motors driving the ship.

Any speed is ramming speed… but slowly bumping into the enemy isn’t as satisfying as vectoring into them at ludicrously damaging velocity.
