He wept bitter tears for the effort he wasted getting it so it stands to reason that he would do anything and everything he could to get it back including torturing the information out of a mermaid.
It also makes sense because Gilgamesh was an ancient king who was believed to have lived about 4500 years ago. That would make him the oldest living being in existence.
