If there’s one voice actress who I could reasonably place as a nice fit for Felicity, it would be Lisa Ortiz (voiced English dub of Lina Inverse from “Slayers”). I think that after having seen several episodes of Slayers with the local anime group and seen the bossy, fiercely-independent, in-this-for-the-riches personality of Lina in action, it just seems like the sort of personality that Felicity shows on a frequent basis, even when young and pre-capture.
