They’re probably used just to mark boundaries, like white picket fences in a neighborhood. The fence clearly will not stop someone trying to get over it, but it is a clear and kind of decorative way of differentiating your piece of the ocean floor from your neighbor’s.

I think that since they live underwater, they’ve probably developed underwater hair products, like gel or mouse for keeping hair from flowing around.

ah, nothing like some doubtful compliments in the morning. ^^
He probably has a hair-tie or somesuch. Keeping it curled under with the proper application of a hairband would keep it in one place.
Otherwise it’d splay out everywhere (like unkempt terrestrial beards are wont to do.).
